Analisis Pengaruh Belanja Daerah Urusan Wajib Pelayanan Dasar Terhadap Kemiskinan Multidimensi Di Provinsi Riau
There are at least two main approaches in defining poverty, namely the basic-needs-approach which views poverty from the monetary side measured by consumption using the poverty-line, and the capability-approach which views poverty from multidimensional perspective measured based on lack of access experienced by individuals or households on the dimensions of health, education, and living standards. This study measures the percentage of the multidimensional-poor population in Riau Province using the Alkire-Foster method using raw-data from the BPS National Socio-Economic Survey 2018-2020, then compare it with the percentage of the monetary-poor population. An analysis of the effect of the realization of government expenditure for compulsory-basic-services on the percentage of the multidimensional-poor population in Riau Province is carried out using panel-data analysis.
The results of this study indicate that the percentage of the multidimensional-poor in Riau Province is always greater than the monetary-poor. This means that poverty measurement with multidimensional-approach can describe poverty more broadly than the monetary-approach. This reaffirms that the capability-approach theory is more reliable in describing poverty than the basic-need-approach theory. Government expenditure for compulsory-basic-services has no significant effect on decreasing the percentage of the multidimensional-poor population in Riau Province, except after adding the economic-function expenditure variable.
This study recommends local governments as policymakers start using a multidimensional approach as a complement to the monetary approach in measuring poverty and making it one of the government's key performance indicators. For this reason, government expenditure policies especially related to basic services need to be optimized. For further research, it is recommended to examine whether Amartya Sen's capability approach theory and the methodology proposed by the UNDP can be implemented in other areas with different poverty characteristics. Government expenditure as the key variable needs to be detailed down to the program and activity level to provide information on how the trickle-down effect of the government's fiscal stance can be analyzed in more detail.
