Partisipasi Pemilih Pada Pemilihan Kepala Daerah Secara Serentak Pada Masa Pandemi Covid 19 Di Kabupaten Bengkalis Tahun 2020
This research is motivated by the number of voter lists, users of the right to
vote are 225.895 voters, if the percentage is only 65.71%. When compared to
2015 the number of voter turnout in 2010 was quite high, even if read from the
distribution of the number of Permanent Voter Lists in Bengkalis district which is
among the largest. In addition, at that time conditions in Indonesia and especially
in Bengkalis district, the implementation of local head elections were in normal
conditions. However, during the Covid 19 pandemic and in the midst of doubts by
many parties regarding the number of voter turnout, in 2020 the number of voters
experienced a significant increase of 11.50%.
The research approach used is a qualitative approach. While the type of
research used is descriptive. Data were collected by the authors using interview
and documentation techniques. The data used are primary data obtained from
research informants and further supported by secondary data obtained from
various parties related to this research.
The results showed that there were 4 forms of voter participation in the
2020 Pilkada in Bengkalis Regency, namely voting, political campaigns, group
activities and political contacts. Regarding voter participation in the form of
voting, there was an increase of 11.50% when compared to the previous election.
Meanwhile, public participation in terms of political campaigns has decreased in
recent elections and elections due to government regulations to maintain social
distancing, prohibition of crowds and so on. Likewise, community participation in
terms of group activities and political contacts, where community participation in
these two matters can be said to be very minimal and very little. The factors that
led to an increase in voter participation in the 2020 Pilkada in Bengkalis
Regency, such as mobilization, money politics, economic factors, the socialization
factor of organizers, the awareness factor of the voters themselves and also
novice voters, political trust factors, trust factors in candidates. The main factor
that led to an increase in voter turnout was money politics or other forms of
giving by election participants. Even though humanly during a pandemic this is
commonplace and really needed by the people of Bengkalis Regency. Then the
mobilization factor carried out by the election organizers, namely the KPU and
the Bengkalis Regent and Deputy Regent candidate pairs.
