In realizing the implementation of education, research and community service, universities always uphold values and norms in order to create a conducive academic climate. Guidance regarding academic integrity is an effort made by universities to shape the character of academics with integrity, and maintain academic culture in universities. Based on Article 5 of Permendikbudristek Number 39 of 2021, it is stated that the guidance of academic integrity values is carried out, one of which is through the establishment of regulations regarding academic integrity in producing scientific works. The purpose of writing this thesis is; First, to find out the Implementation of Permendikbudristek Number 39 of 2021 concerning Academic Integrity in Producing Scientific Works at the University of Riau. Second, to find out the inhibiting factors and efforts to overcome obstacles to the Implementation of Permendikbudristek Number 39 of 2021 concerning Academic Integrity in Producing Scientific Works at the University of Riau.
This type of research is empirical legal research, namely a research approach that emphasizes the legal aspects related to the main problems to be discussed, linked to the reality in the field. This research was conducted at the University of Riau, while the population and sample are all parties related to the problems studied in this study, the data sources used, primary data and secondary data, data collection techniques in this study with interviews, questionnaires and literature studies.
From the results of the problem research, there are two main things that can be concluded. First, the implementation of Permendikbudristek Number 39 of 2021 at the University of Riau has not been optimally implemented. The implementation of academic integrity in producing scientific works in the implementation process is still guided by the old regulations and the new regulations are still in draft form that have not been stipulated in the Chancellor's Regulation. Second, the inhibiting factors and efforts to overcome obstacles in the implementation of Permendikbudristek Number 39 of 2021, namely, the technical regulations related to academic integrity in producing scientific works have not been stipulated with the Chancellor's Regulation, this is due to the busyness of the UNRI apparatus and leaders who are assigned so that they have not completed the formation of academic integrity regulations. And the efforts made to overcome this are that the Senate has written to the parties involved in the drafting to immediately complete the formulation of the regulations, will immediately optimize massive and continuous socialization even at every lecture session, put up bulletin boards or posters of the code of ethics regulations.
