Politik Anggaran Kebijakan Riau Hijau Di Provinsi Riau Tahun 2019-2022

This research aims to analyze the politics of the Green Riau budget in the
2019-2022 period. The Green Riau Policy was initiated as a strategy for the
regional government of Riau Province to overcome the challenges of climate
change, deforestation, forest and land fires, and other threats of environmental
damage as stipulated in Riau Governor Regulation Number 9 of 2021 concerning
Green Riau. However, this commitment contradicts the budget allocated for
administering environmental and forestry affairs.
Budgeting is a political process involving various formal and informal
actors who interact with each other to influence decisions on the distribution of
budget resources. The research aims to (1) analyze budget policies supporting
Green Riau policies on environmental and forestry matters. (2) analyzing actors
and how the interactions between actors in budget preparation support the Green
Riau policy on environmental and forestry affairs in Riau Province.
The method used is a qualitative approach with data collection techniques
through interviews, document data review, and analysis using the Miles and
Huberman model. This research found that (1) the Green Riau policy as a
regional strategy in overcoming environmental problems has not been followed by
an increase in budget allocation commitment. Even though the budget allocation
is available, it is still limited, which hampers the achievement of the Green Riau
policy (2) Complex interactions between regional government actors and the
legislature in the preparation and discussion of the budget. These actors are
influenced by various interests, which often leads to low commitment to
environmental and forestry issues. Research findings indicate that there are
weaknesses in the capacity of key actors, both at the executive and legislative
levels, in formulating effective programs and budgets. In addition, low political
incentives and a lack of understanding of environmental policies exacerbate this
situation.
