Tata Kelola Pemerintahan Dalam Kebijakan Jasa Layanan Parkir Di Kota Pekanbaru
This research departs from the problem of parking service governance in
Pekanbaru City which has not been implemented properly. The increase in parking
rates has resulted in an increase in parking attendants at various points in Pekanbaru
City. Then this increase also received rejection from the community as users of parking
services. This tariff increase is also not accompanied by better services provided. In
addition to service and ticket leakage, the incomplete attributes worn by parking
attendants are also a problem. With the increasing complexity of parking problems
above, it is very necessary to synergize or cooperate between 3 important domains,
namely between the government as a policy maker, the private sector as an economic
driver and the most important is the community as the subject and object of the
government and the private sector.
The theory used in the research is Governance according to Sedarmayanti with
basic principles, namely: Democratic, Fair, Rule of Law, Participatory, Partnership.
The research location is in Pekanbaru City. This research uses a qualitative research
approach. This type of research is descriptive. Data collection techniques in
qualitative research use interviews, observation, documentation, and visual data.
The results of the research show that governance in the Pekanbaru City
parking service policy has not gone well. This can be seen from not fulfilling the five
principles that must exist in governance, namely democratic, fair, rule of law,
participatory, partnership. And there are inhibiting factors that affect the governance
of parking services in Pekanbaru City, such as the quality of human resources, the
lack of community participation and the lack of socialization carried out by the
Transportation Agency and UPT Perparkiran, as well as inadequate facilities and infrastructure factors.
