Pengawasan Pemerintah Dalam Pemberantasan Illegal Fishing Di Perairan Kepulauan Riau Tahun 2021-2022

Riau Islands province is a province with great fishing potential, which
makes Riau Island province one of the targets of violations of fishing activities or
illegal fishing. Supervision in the governance of the fisheries sector is carried out
by the central government and the local government. The monitoring of marine
resources and fisheries by the local government is carried out by the provincial
government through the Department of Marine and Fisheries. Before 2017,
surveillance of fishing resources at a distance of 0-4 miles was carried out by the
district/city government in its respective waters. In 2017, the monitoring of fisheries
resources was withdrawn from the area and taken over by the provincial
government. The Riau Islands Provincial Government has the responsibility and
authority to oversee fisheries resources. The local government no longer has the
duty and authority to oversee fisheries resources in its territory. The study aims to
examine government surveillance in combating illegal fishing activities in Riau
Islands waters in 2021-2022.
The research focuses on government surveillance in the fight against illegal
fishing in Riau Islands waters, as well as on any actors carrying out surveillances,
any activities carried out by the government and the place or location of
surveillancing of marine and maritime resources, and the obstacles that exist in the
implementation of surveys. The findings show that the government has undertaken
various surveillance efforts, such as enhancing patrols, coordination between
relevant agencies, and imposing strict sanctions on perpetrators of illegal fishing.
However, the implementation of surveillance still faces challenges, such as the size
of the sea, the limitations of resources and resources, and the persistence of illegal
fishing practices. The Government must continue to strengthen its oversight and
law enforcement efforts to eradicate illegal fishing activities in Riau Islands waters
by improving inter-agency coordination, enhancing the capacity of oversight
personnel, and providing adequate facilities and supplies.
