Kebijakan Program Keluarga Harapan (Pkh) : Implementasi Menangani Kemiskinan Di Kabupaten Bangka Tengah Tahun 2021
Many efforts have been made to reduce poverty through the provision of food, health and education services, expansion of employment opportunities and so on. The problem of poverty has a negative impact that is spread (multi plier effects) on the overall community order. One of the special programmes issued by the Government in order to accelerate poverty reduction is the Conditional Cash Assistance Programme known as the Family Hope Programme (PKH). This programme is implemented by the Department of Social Affairs from the Ministry of Social Affairs as a government agency in the social sector. The general objectives of PKH are to reduce the number and break the chain of poverty, improve the quality of human resources (HR), and change the behaviour of Very Poor Households (RTSM) which is relatively less supportive of welfare improvement. This programme provides cash assistance to RTSM with the condition that they follow the requirements. These requirements are related to improving the quality of education and health.
The analysis technique of this research is a case study by developing the most efficient working method, meaning that the researcher conducts an in-depth study of the acceleration of poverty reduction in Central Bangka Regency, with the case as more specific and in-depth related to the use of data can easily understand and analyse information data from the Family Hope Program. The type of content analysis in this qualitative research with a case study approach is critical review.
The results of this research show that the coordination between the Central and Local Governments has not gone well. Seen with the discovery of several obstacles in the field in the implementation of this programme so that cooperation is needed to overcome obstacles such as improving data on PKH beneficiaries to be more targeted by providing good solutions for the benefit of the community and increasing the success of PKH implementation, so that PKH becomes the right programme to reduce poverty and improve welfare for poor families in Central Bangka Regency.
