The Department of Electrical Engineering at Riau University needs technology to support learning and teaching activities so that they can be more effective. Currently, the Electrical Engineering Department already has web-based SITEI, this application is useful for processing proposal and thesis assessment data. The process of reporting progress during a proposal or thesis is also no less important, therefore the system or application that processes progress reporting data during a proposal or thesis must be included in SITEI. Therefore, a proposal and thesis progress report application is required. This application development was carried out using the prototype method. This progress report application was developed using the Laravel framework. By testing using the ISO 25010 standard which consists of 8 testing aspects, namely functionality testing, the application has been successfully run by testing 12 test cases. In compatibility and portability testing, the results were 100%, which means the application was successfully tested. Then, in the performance test using GTMetrix, we got a B grade and a result of 80%. Then, in testing reliability, maintainability and security, we got an A value using the Sonarqube tool. Finally, we carried out usability testing using UEQ and from the benchmark results, the aspects of attractiveness were 2.052, clarity 2.016, efficiency 2.094, consistency 1.992, stimulation 2.152, and novelty
2.020.
