Kebijakan Ketahanan Pangan Di Kabupaten Rokan Hilir Tahun 2019-2021
Rokan Hilir Regency, which has vast and fertile areas of rice fields and land, has great potential to become a rice producing district. Through the Government, Rokan Hilir Regency continues to pursue the Central Government's target of moving towards food self-sufficiency in Indonesia. This research aims to determine the obstacles in implementing food security policies in Rokan Hilir Regency. The theory used in Darwin's research (1999) states that there are 5 aspects that become obstacles to policy implementation, namely Interests, Benefit Principles, Culture, Implementing Officials, and Budget. Data collection methods were carried out by interviews, observation and documentation.
The results of this research show that the inhibiting factor in food security policy is the large number of interests that exist in food security policy due to land ownership not only belonging to the community, but also government officials and the legislature, making it difficult for this policy to be realized optimally. The principle of benefit that occurs is that food security policies only prioritize certain groups, because basically policies do not only prioritize certain groups but the entire community. Culture that results in changes in people's attitudes, which prioritize economic problems. The implementing apparatus, namely the government, represented by the Food Security and Agriculture Service of Rokan Hilir Regency, has done its job well, however, the problem that occurs is that the community is more concerned with efficiency and tends not to pay attention to the impact of land conversion.
