The Riau Province Industry, Trade, Cooperatives, Small and Medium Enterprises Office functions as an implementing element of the Riau Provincial Government based on Riau Governor Regulation Number 20 of 2015. This regulation stipulates the duties of the Cooperative Office in policy formulation, implementation, coordination, facilitation, monitoring, evaluation, and reporting on various fields related to cooperatives and small and medium enterprises, as well as the authority delegated by the Government to the Governor in accordance with laws and regulations. This research aims to examine: How is the role of the Riau Province Cooperative and Small and Medium Enterprises Office in supervising palm oil producer cooperatives based on Governor Regulation No. 20 of 2015 concerning the Details of Duties, Functions and Work Procedures of the Cooperative, Micro, Small and Medium Enterprises Office? 2) What are the obstacles and efforts of the Riau Province Cooperative and Small and Medium Enterprises Office in supervising oil palm producer cooperatives based on Governor Regulation Number 20 of 2015 concerning the Details of Duties, Functions and Work Procedures of the Cooperative, Micro, Small and Medium Enterprises Office? This research uses sociological legal methods with a population that includes the Sub Coordinator of Empowerment and Development of the Riau Cooperative Office; Sub Coordinator of Cooperative Institutions and Supervision; Members of Sawit Makmur Cooperative. Data collection techniques were carried out through interviews, questionnaires, literature studies, with qualitative data analysis.
The results of the research using the analytical tools of supervision theory and law enforcement theory show that the Riau Province Cooperative Office has carried out its duties and functions in accordance with the provisions contained in Riau Governor Regulation Number 20 of 2015 concerning Details of Duties, Functions and Work Procedures. The supervision and law enforcement includes administrative checks, enforcement of regulations, investigative audits, and coordination with law enforcement officials. The effectiveness of supervision and law enforcement is still hampered by various obstacles such as limited human resources, lack of budget, and the size of the work area. Various efforts are being made to optimize the role and function of supervision and law enforcement of palm oil producer cooperatives. One of them is to improve cooperation and coordination with the Regency / City Cooperative Office. The Riau Province Cooperative Office also continues to strive to strengthen the capacity of supervisory human resources through cooperation with the Indonesian Ministry of Cooperatives and SMEs which organizes cooperative auditor training every year, as well as proposing additional funding allocations in the Regional Revenue and Expenditure Budget.
