ABSTRACT
The emergence of a 'single candidate' is a normatively unimaginable
situation as expressed by Robert Dahl's concept of democracy. This means that
the implementation of democracy continues to evolve and is influenced by the
political system that occurs in the region. There was an interesting phenomenon
in the 2015 simultaneous regional elections. A number of candidates made
astonishing moves, some disappeared until registration, and some even withdrew
halfway through, resulting in a single candidate. The General Election
Commission has tried to avoid the single candidate polemic in the 2015
Simultaneous Regional Head Elections. In 2015, there was no support and no one
put forward the best cadres, which led to a single candidate pair in the Regional
Head Election. However, in 2017, the increasing support of political parties for
single candidates was caused by the attitude of political parties that are oriented
towards victory and momentary gains (political dowry), resulting in a large
financial burden that must be prepared by prospective candidates. The legal basis
for a single candidate in the Regional Head Election was initially based on the
Constitutional Court Decision Number 100/PUU-XIII/2015. The purpose of this
study is to determine the comparison and implications of the Constitutional Court
Decision Number 100/PUU-XIII/2015 that has been implemented in the
Simultaneous Regional Head Elections in 2015 and 2017. The implications of the
Constitutional Court Decision Number 100/PUU-XIII/2015 affect the process of
Regional Head Elections, democracy in Indonesia, and the role of the community
in regional head elections. Regional Head Elections, or Pilkada, which are only
followed by one candidate pair, are more appropriate in their manifestation of
contestation if voters are asked to “agree” or “disagree” with the candidate pair.
According to researchers, in order for the quality of democracy not to decline,
political parties need to screen or register candidate pairs transparently and
impartially and carry the best cadres so that the selection of single candidates can
be minimized.
