Peran Dinas Sosial Dalam Pelaksanaan Rehabilitasi Sosial Dasar Bagi Anak Terlantar Menurut Peraturan Daerah Kota Pekanbaru Nomor 3 Tahun 2023 Tentang Penyelenggaraan Kesejahteraan Sosial Riau
ABSTRACT
Abandoned children are one of the groups that are very vulnerable to human rights violations (HAM) who need the help of adults in protecting their rights. Abandoned children do not have parents or families who can guarantee that the child's rights are fulfilled, therefore the presence of a protective role from the state is needed to fulfill the rights of these abandoned children. In Pekanbaru City, the handling of abandoned child cases is guided by Pekanbaru City Regional Regulation Number 3 of 2023 concerning the Implementation of Social Welfare.
This type of research is sociological or empirical juridical legal research, namely research obtained directly from the community or primary data research. This study aims to obtain a correlation between legal regulations and their implementation in the community by agencies.
Based on the results of the interim study, the implementation of the Pekanbaru City Regional Regulation has not been as expected. This is due to limited facilities and infrastructure, short operational standards, and no clinical psychology. So that the implementation of social rehabilitation has not been able to fully reduce the number of abandoned children in Pekanbaru City.
The author's suggestion is First, the Pekanbaru City Government should allocate larger funds for the social rehabilitation program for neglected children. This fund can be used to improve the quality of service, expand the reach of the program, and build adequate facilities. Second, the Social Service, conduct PKS training so that they have adequate competence in providing social rehabilitation services. Facilitate PKS to get relevant training, for example regarding Child Psychology, child protection law and information technology governance. Third, families of neglected children, if they have difficulty in caring for their children, do not hesitate to seek help from the Social Service or related institutions.
