Perencanaan Strategis Sistem Informasi Menggunakan Metode Tozer Pada Dinas Lingkungan Hidup Dan Kebersihan Kota Pekanbaru
The Department of Environmental and Sanitation (DLHK) of Pekanbaru City is responsible for environmental management and sanitation in the Pekanbaru City area. Although DLHK Pekanbaru has an information system to support its business processes, its implementation is not yet optimal. The main issues include a lack of integration with all business processes, and low user adoption. This study aims to analyze the current business and information system conditions, identify internal and external factors, and design an information system strategy using the Tozer Method, supported by auxiliary analyses such as Value Chain, PEST, SWOT, and McFarlan Strategic Grid. Data were obtained through interviews and questionnaires related to the DLHK information system. The study results place DLHK in quadrant III, indicating significant market potential but also internal challenges or weaknesses. The findings suggest that DLHK Pekanbaru needs to capitalize on available opportunities, which include four new systems and six enhancements to existing systems: Mobile Application for TPS & Retribution, TPS Application, Reporting System, and Tree Cutting Application. The study concludes that implementing an information system strategy based on the Tozer Method can improve the efficiency and effectiveness of DLHK Pekanbaru's services. The implications of the research include the need to enhance technological capacity, develop human resources, and improve cross-organizational coordination to support sustainable implementation.
