ABSTRACT
Bhabinkamtibmas is a member of the Indonesian National Police whose main duty is to foster security and public order in villages/sub-districts. Every officer must be able to demonstrate good performance in the prevention and eradication of crime to create a conducive atmosphere. According to the Chief of Police Regulation Number 7 of 2021 concerning Bhabinkamtibmas, their performance has not been optimal in carrying out their duties and functions in the Village/Sub-district. It can be observed that there has been an increase in the number of crimes in the Bunut Sub-district area. This is certainly a significant concern for community security. In this regard, it is necessary to make efforts and improvements in the implementation of Bhabinkamtibmas duties, which must be identified and analyzed to assess the effectiveness of the regulation in supporting efforts to maintain security and public order in Bunut Sub-district.
This type of research is a sociological juridical or empirical juridical approach, with the author conducting research directly to the research location. The author conducted research in the Bunut District and Bunut Police area, while the population and sample are all parties related to the problem being studied. This research uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by means of interviews.
From the results of the research and discussion, the following conclusions were obtained: First, the implementation of Bhabinkamtibmas duties in Villages/Villages in the Bunut District area is not running effectively based on the regulation of the National Police Chief 7 of 2021. Second, obstacles in carrying out duties are personnel or human resource factors, budgets and facilities, and lack of public legal awareness. Third, efforts to overcome obstacles in the implementation of Bhabinkamtibmas duties are to increase personnel, increase budgets and facilities, and legal counseling. From the results of the study, the author suggests that Bhabinkmatibmas be more optimal in carrying out their duties, and controlling the community.
