Analisis Penguasaan Lahan Pada Kawasan Hutan Di Desa Purwodadi Kecamatan Tirtoyudo Kabupaten Malang Provinsi Jawa Timur
ABSTRACT
Land cover changes in forest areas are often driven by land use and tenure dynamics. To address this, the government has provided legal certainty regarding the ownership status of settlements, public facilities, and social facilities within forest areas that had been occupied for at least five years prior to the enactment of Law No. 11/2020 (the Job Creation Law), through the Land Tenure Settlement Reconciliation in State Forests (PPTPKH) program. Purwodadi Village holds the largest indicative PPTPKH area in Malang Regency, accounting for 31% of the total in 2021. This study analyzes land cover changes in Purwodadi Village from 2003 to 2023 and identifies indications of land tenure within the forest area. A mixed-methods approach was employed, combining georeferenced and digitized land cover from Google Earth satellite imagery (2003, 2008, 2013, 2018, 2023) with secondary data, including forest area maps, the 2021 Indicative PPTPKH Map, Peta Rupa Bumi Indonesia (RBI), demographic records, and related literature. The results reveal significant land cover transitions over the 20-year period. Mixed dryland agriculture decreased by 18% (from 3,995.4 ha to 3,277.7 ha), while plantation areas increased by 72.7% (from 974.3 ha to 1,682.4 ha). Settlement areas expanded by 56.4% (from 55.9 ha to 87.4 ha), whereas paddy fields declined by 58.8% (from 41.8 ha to 17.2 ha). Approximately 240 hectares of Purwodadi Village are included in the 2021 Indicative PPTPKH Map, covering paddy fields, mixed dryland agriculture, plantations, and settlements. However, 5.7 hectares of settlements remain outside the indicative PPTPKH area.
