Pengetahuan Dan Penerapan Pengurusan Surat Kapal Oleh Nelayan Di Kecamatan Sungai Sembilan Kota Dumai
Background This study aims to analyze the existing conditions of fishermen in Sungai Sembilan District, Dumai City, regarding the use of pompong boats, fishing gear, and their livelihood diversification strategies. The study also explores the fishermen’s knowledge of the importance of boat registration, particularly the Pas Kecil, and the obstacles they face in obtaining the registration documents. Data was collected through interviews with fishermen and supporting informants, including fisheries extension officers and KSOP staff, as well as direct field observations. The results show that the majority of fishermen use pompong boats with donfeng or robin engines for fishing, as well as fishing gear such as pengerih, jaring, and rawai. Livelihood diversification, such as farming and trading, is a common adaptation strategy to cope with the uncertainty of fish catches. Although many fishermen are aware of the importance of boat registration, some still do not have the registration due to limited information and administrative barriers. The study suggests the need for improved outreach and easier access to administrative processes for fishermen to obtain boat registration documents more efficiently, as well as support for livelihood diversification.
