Perbandingan Pengaturan Usia Calon Kepala Daerah Dan Calon Wakil Kepala Daerah Antara Negara Indonesia Dan Negara Prancis

ABSTRACT
Law Number 10 of 2016 concerning the Election of Governors, Regents,
and Mayors stipulates that candidates for regional heads and their deputies must
be at least 30 years old. This provision aims to ensure the maturity and experience
of candidates in leading. Therefore, the purpose of this thesis research is first, to
find out the regulations on determining the age of regional heads and deputy
regional heads between Indonesia and France. Second, to find out what the ideal
concept is in determining the age of candidates for regional heads and deputy
regional heads in Indonesia.
This type of research can be classified into the type of normative legal
research. This research uses secondary data consisting of primary legal materials,
secondary legal materials, tertiary legal materials and data collection techniques
are carried out using the literature study method.
From the results of the problem research, there are two main things that
can be concluded. First, that the comparison of the age of regional heads in
Indonesia shows that even though there are regulations governing the minimum
age limit, discussions about the effectiveness of young leaders versus experienced
leaders remain relevant. Based on the explanation above, the ideal regional
leader figure who is able to lead a region is from among leaders who have an age
range of 40-50 years, because in the explanation above, leaders with an age
range of 40-50 years are entering the peak of their careers in experience and have
all the visions and missions listed above and are undoubtedly experienced in their
leadership. Second, experienced leaders often have an established reputation, so
they can build trust among team members and the community. This trust is
important to create a positive and collaborative work environment. In terms of the
ideal concept, of course, France is more ideal in determining the age limit for
nominations which is on average above 40 years and guarantees a more mature
experience and more stable emotions compared to young leaders who are
relatively unstable.
