ABSTRACT
Implementation of Harmonization and Consolidation of the Concept of the
Draft Regional Regulation of Pekanbaru City Based on Law Number 15 of 2019
concerning Amendments to Law Number 12 of 2011 concerning the Formation of
Laws and Regulations? Obstacles in overcoming the Implementation of
Harmonization and Strengthening of the Concept of the Draft Regional
Regulation of Pekanbaru City Based on Law Number 15 of 2019 concerning
Amendments to Law Number 12 of 2011 concerning the Formation of
Legislation? The research method used is sociological on the Concept of the Draft
Regional Regulation of Pekanbaru City. practice has not been implemented
optimally, because, The Implementing Regulation of Law Number 15 of 2019 has
not been formed. The Regional Government Always Uses the Minister of Home
Affairs Regulation in the Implementation of Harmonization, the lack of
understanding of the Regional Government about when to involve the Ministry of
Law and Human Rights in the preparation of Academic Manuscripts or
discussions.
Harmonization of PUU is an effort, activity, or process of harmonizing a
draft of legislation both in terms of substance and the technique of compiling
legislation so that it does not overlap and conflict with other legislation, is
structured in a coherent, systematic, and logical manner and is also easy to
understand, structured in clear, concise, and straightforward sentences.
The process of harmonization of regional regulations in the future must be
supported by adequate human resources, a clear coordination pattern regarding
the obligations of related parties in the harmonization process so that they can
attend meetings, and a maximum budget so that the formation of Riau provincial
regulations follows orderly authority, orderly procedures, orderly substance and
also orderly implementation which will then have a good impact on the legal
products that will be produced in the future.
