To find a solution to a road parking problem in Dumai, a policy of the roadside parking levy was made in the form of Regional Regulation Number 12, 2000. it was issued as an affirmation by Dumai Government seeing that the roadside parking sector have to have a good management. The roadside parking condition in Dumai up to now is still messy. In addition, the regulation was made to increase revenue of the roadside parking sector. The implementation of the policy is the responsibility of Dumai Transportation Office. After several years, the roadside parking condition has still been messy and the revenue of the roadside parking levy has not reached the expected target. Such a condition has raised some problems of the policy implementation.
The objectives of the present research are to describe and analyze the implementation of the roadside parking levy policy in Dumai by identifying the affecting factors. The research method is descriptive of a qualitative approach.
To know the implementation of the roadside parking levy policy in Dumai such factors as the policy objectives, process and implementation of the regional regulation were analyzed. Besides, some factors, such as human resources, disposition, bureaucratic structure and the content of the policy itself, which affect the implementation of the policy were also analyzed.
The results show that the roadside parking levy policy judging from its objectives, the implementation of the regional regulation has not been able to be implemented due to such factors as human resources, disposition, bureaucratic structure and the content of the policy itself.
It is, therefore, suggested that the Transportation Office recollect the data of the roadside parking potencies in order to increase the roadside parking levy. Ultimately, it would contribute more to the regional revenue.
