This study aims to identify and analyze policy evaluation of operational police units of the civil service in the city of Pekanbaru, to identify and analyze the implementation of the policy limiting factor operational police units of the civil service in the city of Pekanbaru. This research is a descriptive study of case studies, which are descriptive research studies that illustrate the phenomena observed with more detail. This descriptive study aims to make a painting or a description of the facts and the properties of a population or a particular region in a systematic, factual and accurate. Data collection techniques used in this research is to use interviews and documentation relating to the problems examined.
The results showed that the implementation of the operational police civil service in the policing of street vendors in the city of Pekanbaru is still not optimal, it can be seen from the effectiveness achieved, efficient use of resources, adequacy to the solutions provided to traders and also problems resposivitas field personnel as well as accuracy against the benefits gained. Factors that constrain the implementation of operational policies in the civil service police unit Kota Pekanbaru: 1.Sosialisasi to the public will be the applicable rules, 2. Availability of resources (human resources, budget and facilities), 3. Attitude executive officers in the field, 4. Support from the community ,
