MOSTHAMIR THALIB, NIM. 1310247490, Riau Government Efforts to Implementation Riau Vision 2020 as the Malay Cultural Center in Southeast Asia (Studies in Lembaga Adat Melayu Riau 2010-2013), supervised by Sujianto and Muchid.
Based of the local regulation No.36/2001 about, 'Basic Pattern Riau Province Regional Development', stipulates that the vision and mission Riau as the Center for Economic and environmental Malay Culture in Society Religious, Welfare and Inner Born in Southeast Asia in 2020. In order to realize Riau vision development in a sustainable and consistent in 2020, formulated the vision, “To realize steady economic development, through the readiness of infrastructure, improvement of education sector development, as well as guarantee the life of the religious and cultural development of Malay proportionately”. To support this vision, its mission is to create an umbrella of regional cultures that is the continuity of the Malay culture in the community within the framework of empowerment as an integral tool of the various ethnic groups. To be more implementable issued a Local Regulation No.1/ 2012 about, “Lembaga Adat Melayu Riau”. The presence of this institution is one of the supporting pillars in the field of culture to realize the Riau Vision in 2020.
Based on this background, this study aims, [i] Analyse and explain the Government's efforts through Lembaga Adat Melayu Riau implementing Riau Vision 2020. [ii] Identifies and describes the obstacles that occur in the implementation of the Riau Vision 2020. As a mentor framework to help answer the purpose, this study uses the theory of policy implementation model Edward III. This research is qualitative. Data collected through the study of documentation and interviews with informants. The data were analyzed descriptively qualitative.
The study concluded that [i] Attempts Lembaga Adat Melayu Riau in implementing policies related to [a] Guidance, [b] Preservation, and [c] The development is based on a factor of Communication, Resources, Disposition and Bureaucratic Structure indicates that the communication be factor related determine preservation. While the Resources Disposition and contribute not much different afterwards. [ii] While the obstacles in the implementation of its policies, development of implementation which is a major obstacle Resource Factors, especially those related to the budget and authority than the fostering and Development, and Preservation.
