That the state apparatus is often referred to as civil servants have a very important role in the process of cooperation that exist whitin an organization. In the science of administration especially public administration is a consequence to see the performance of public institutions. For that we need the state apparatus performance assessment as outlined in a policy. Implementation of Regent Regulation Number 45 of 2012 concerning about the revision of Procedure of achivement Civil Servant Appraisal in Pelalawan Sub-Province Government was conducted to determine the Outstanding Civil Servant. Based on observations conducted found not maximally implementation of the policy. The goal of this study is to find out the description and analysis about the Implementation of Regent Regulation Number 45 of 2012 about the revision of Procedure of achievement Civil Servant Appraisal in Pelalawan Sub-Province Government and the factors that influence.
The methode of this study is descriptive qualitative approach. The prime date was collected by interviewing using key informant head of development officer staffing agency area Pelalawan Sub-Province, officer technical implementation of the assessment of achievement of Civil Servants, Civil Servants take part appraisal and not succeeded as Civil Servants achievement, Civil Servants do not follow Civil Servants achievement, and doing observation and the secondary one was collected from the document. The datum was analyzed by using triangulation concept.
The result of this study show that the Implementation of Regent Regulation Policy Number 45 of 2012 about the revision of procedure of achievement Civil Servant Appraisal in Pelalawan Sub-Province Government is not maximally implemented in communicate of information to policy object, budget resources are deficienct and not available of standard operating procedures. There are some factors founded from this study that influence the policy implementation which are consistency, motivation and coordination.
