This study aimed to find out how the influence of organizational characteristics and environmental organizations to the achievement of performance indicators Riau Forestry Service. The theory used in this research is the theory of organization. In keeping with its focus, this research use descriptive qualitative methods to describe the state of the subject / object of research based on the facts that appear or as the (fact finding). Data collected by observation, interview, and documentation techniques.
The results showed that the characteristics of the apparatus influential in achieving performance indicators Riau Forestry Service. Characteristics which include attachment apparatus with the Forest Service organizations (civil servants and non-civil servant status), a commitment of personnel to work and the ability of the apparatus and therefore contributes to the achievement of performance indicators Riau Forestry Service. In addition, the clarity of the role of which is run by the apparatus also has an effect but not so decisive as well as the organizational environment. The conclusion is that paternalistic and organizational culture change and organizational structure of the replacement officials in Riau Forestry Service is so fast that most affect the achievement of organizational performance indicators Riau Forestry Service.
Thus, the recommended suggestions is the Riau provincial government should have to 1) immediately arrange sets of rules and enforcement as well as an evaluation of the performance of aparatur.2). Institutional arrangements including the organizational structure Riau Forestry Service and improving its management. 3) Monitoring and implementation of reward and punishment mechanism for employees or institutions that are not able to improve the achievement of performance indicators. 4) Support facilities, budget and work atmosphere that encourages a competitive working environment.
