Organic fertilizer is fertilizer made from organic materials that have become waste or feces of organisme by means of composting. Coconut shell and livestock manure is available in abundance in Pekanbaru City has not been widely utilized. Through the development of appropriate technology and simple waste can be processed into organic fertilizer as an alternative to reduce waste. The method used by mixing coconut shell charcoal, livestock manure, and rice husk in a 3: 1: 1 ratio and starter concentration (EM4) is 1%. Fermentation is carried out for 4 weeks in which the resulting solid organic fertilizer is odorless and blackish brown. The results obtained compared with SNI 19-7030-2004 was the best variation of composting time was 4 weeks with moisture content 27,8%, 0,52% nitrogen, carbon 9,75% and C / N ratio 18,75. The resulting C/N ratio is influenced by the length of time of composting, The longer the fermentation time used the lower the C / N ratio obtained.
