This study was conducted on 17 to 31 October 2016 at Pelabuhan Perikanan Samudera Belawan. The purpose of research is to find out the Operational Management at the Pelabuhan Perikanan Samudera Belawan and the problems it faces. The method used in this research is survey method. The data analysis is done by giving a description, explanation and discussion in accordance with the purpose of research. Based on the research that the relationship Tangkahan with Pelabuhan Perikanan Samudera Belawan only as a partner of The Port of just issuing licenses provided in the ship's departure Pelabuhan Perikanan Samudera Belawan to Tangkahan form of license controlling interest, land rents and land ports janitorial services. From the data obtained most ship move in Belawan Ocean Fishing Port is between 20-30 GT ie 295 units and there are also ship above 100 GT with number 51 units. The ship that served in PPS Belawan not reach 26 units / day this is because in general, fishing vessel already have Tangkahan respectively.
