Budi Kemuliaan road segment has a length of 1.1 Km and width of 6 m with collector type two lane bidirectional way is not divided. This road can be used as a road access to the city center. Over time, this road was damaged. This is due to the increased volume of vehicles that make the road a crack in the pavement layer. The purpose of this study was to determine the thickness of the flexible pavement (Flexible Pavement) on Budi Kemuliaan Kota Dumai road. Primary data needed in planning is CBR value (California Bearing Ratio) and LHR data (Then Average Daily) . The conclusion obtained by the bottom foundation layer using the material of Stone Sirtu / Pitrun Class B obtained thick layer of pavement that is 33 cm.
