The problem of street vendors Air urban land is still the dilemma is still not complete. No exception to the cities in Riau in Pekanbaru, especially street vendors who often gets the spotlight. Curbing the sake of policing is often done by the municipal police as the party who share responsibility in realizing the public order in the area, but the street vendors still survive today. This study aims to determine the effectineness performance of the Civil Service Police Unit in Control of Street Vendors in the Market District Military Command Pekanbaru. In addition this study aims to identify and analyze Factors Affecting effectiveness Performance Civil Service Police Unit in Control of Street Vendors in the Market District Military Command Pekanbaru. Sources of data used in this research is using qualitative and descriptive research conducted in the Office of the City Civil Service Police Unit Pekanbaru.Teknik collecting data through documentary, observation, and interviews. This study uses qualitative descriptive method because the retrieval of data from informants depth interviews of informants related.
Results of this research is that productivity performance in the municipal police organizations controlling street vendors in the city of Pekanbaru Kodim ineffective, Responsiveness municipal police in controlling street vendors in the Kodim Pekanbaru not in accordance with the needs of street vendors, especially in terms of setting a and time. Responsibility Satpool PP Pekanbaru City law enforcement or sanctions are still very low, and Accountability Pekanbaru City municipal police in curbing activities of street vendors in the city of Pekanbaru Kodim still very low. Barriers experienced by municipal police in controlling street vendors in the Kodim Pekanbaru ie street vendors in the Kodim still have the awareness is very low, especially in laws and regulations, the lack of personnel municipal police joined in policing and the absence of other places that can be used to relocate the street vendors in the Kodim Pekanbaru to sell other than at the Market District Military Command.
