The developmentof industrial sector has contribute a very positive impacts to the
local community such as opening opportunities and job vacancies, connecting
people on that area to the outside world and widening the development of all
fields. On the other hand, it has also increasing the negative impacts for local
communities such as producing water pollution, air, noise, dust and so on. Due to
the existence of these problems, the government issued a policy which is called as
PROPER (Corporate Performance Rating Program in Environmental
Management) in Indonesia. This study aimed to find an effective and efficient
model in the proper implementation through environmental management system,
to know the factors that influence and analyze the community empowerment
system in the implementation of proper. The data obtained through interviews,
observations and questionnaires by using mixed methods of quantitative and
qualitative and also triangulation analysis. The key informants were taken by
using snowball sampling as needed. According to RiantNugroho (2004), there
were four indicators that affect the environmental management system as seen in
Table 8 that as many as 90.62 percent of informants agreed that less-focused
planning factors has becoming the dominant factor causing the less effective
implementation of Proper policies in PT RAPP. According to George E. Edward
III (in AG Subarsono, 2008), there were four inductor factors that influence the
proper implementation such in Table 9, that the less intensive communication
factor has becoming one of the most dominant factors affecting the proper
implementation as 84.37 percent . In addition, there were three factors that have
been the obstacles,as in Table 10,in which the most dominant obstacle factor in
the implementation of proper industrial was disturbance factor as much as 81.25
percent. According to Untung (2008), there were three indicators of community
empowerment program in Table 11,and social empowerment factor in social
sector as much as 87.50% has becoming the most dominant factor in community
empowerment. Further, these three variables could be collaborated as an effective
and efficient model in the proper implementation such in Figure 19. By aplicating
this model, the company's performance will be more optimal andlater, the
environmental crisis can be overcome.
