Strategi Penanganan Kawasan Pemukiman Kumuh Di Kelurahan Tanah Datar Kecamatan Pekanbaru Kota Kota Pekanbaru
Tanah Datar urban village is one of the urban villages located in Pekanbaru City, Riau Province. The land area of Tanah Datar urban village is around 23.17 hectares consisting of 7 RW and 26 RT. Based on the data of Tanah Datar urban village monograph stated that the population was around 6,579 people consisting of 3,004 male residents and 3,575 female residents in March 2019. Regarding to Decree of the Mayor of Pekanbaru Number 151 of 2016, the Tanah Datar urban village is one of the village which is categorized as including a slum area in which the slum area is around 7.20 hectares. Tanah Datar urban village is one of the priority areas for handling slum areas in Pekanbaru City. This is due to the location factor of Tanah Datar urban village located in the center of Pekanbaru City.
Based on the data of KOTAKU (the city without slum) in Riau Province 2019, the number of slum areas at the end of 2018 in Tanah Datar urban village has decreased to 5.18 Ha. However, if it is associated with the central government program through the Director-General of Human Settlements of the Ministry of Public Works and Housing in 2015 which argues that the target of Cipta Karya for the period of 2015-2019 is 0% of the slum area. Thus, the burden of the slum residential areas in Tanah Datar urban village covers the land area of 5.18 hectares must be coped immediately in 2019.
This study aimed to find out the factor of causing slums in Tanah Datar urban village. Besides, it was intended to discover the level of slum settlement areas in Tanah Datar urban village and also to determine the strategies of handling slum areas in Tanah Datar urban village. This study was conducted from September till October 2019. The location of the data collection was determined in the residential and the settlement area in the Tanah Datar urban village. The primary data collection was survey method in which it conducted through observation and interviews in the field. The secondary data were obtained from documentation and supplementary documents in Tanah Datar urban village and relevant agencies. Data analysis consisted of : (1) Calculating the weighting factors causing slums, (2) Calculating the level of the slum in the slum areas, (3) Calculating the weighting of AHP criteria and designing the strategies for handling slum areas.
The results of the study in Tanah Datar urban village showed that the level of community education below of the high school level was 53, 19%, the level of community income that it was still below the UMK City of Pekanbaru Rp. 2,762,000 was 58.16%, the population density level around 284 people / ha which was included in the high category, land ownership without SHM as much as 3.54% and building ownership without IMB is 6.38%.
The level of slums of settlement area in Tanah Datar urban villages were: (1) RW I was not slum category , (2) RW II was not slum category, (3) RW III was mild slum category (4) RW IV was mild slum category (5) RW V was mild slum category , (6) RW VI was mild slum category and (7) RW VII was mild slum category.
The weighting results from the study of AHP was to determine the most influential factor in handling slum areas was the policy factor with a weighting of 0.450. Furthermore, the most influential in handling slum areas was the government with a weight of 0.456. The sub-indicators in handling slum areas that became priority were (1) the legality of land ownership with a weight of 0.210, (2) the legality of building ownership with a weight of 0.135, (3) Environmental drainage condition with a weight of 0.097. Thus, the recommended alternative in handling slum areas in Tanah Datar urban village was Rejuvenation of 0.545 and Rehabilitation of 0.275, then, the recommended strategies for handling the slum areas were : (1) strengthening the commitment of policy direction and the budget allocation as well as the availability of infrastructure and human resources, (2) Strengthen the government collaboration (Central and Local) with related stakeholders/private parties, (3) Conduct physical solution of slum (restoration/rejuvenation) based on the scale of priority for residence area needs, (4) Conduct society empowerment through the guidance of service andinformation, (5) Conduct monitoring and permit control towards the development of residence area, (6) Conduct the program of solution for physical condition of slum continuosly.
