Analisis Aktor Dan Respon Para Pihak Terhadap Penebangan Liar Hutan Mangrove Di Desa Teluklancar Kecamatan Bantan Kabupaten Bengkalis

ABSTRACT
Human activities in the use of natural resources and development patterns are
blamed for causing damage to the mangrove forest ecosystem. Illegal logging and
land clearing for ponds that exceed the limit without carrying out rehabilitation
causes degradation of the mangrove forest ecosystem. Teluklancar Village is
located in Bantan Sub District, Bengkalis Regency, Riau Province. Teluklancar
Village is a village that has a magrove forest that is still slightly preserved
compared to several other villages in Bantan Sub District, however illegal logging
is often carried out secretly by several community elements. This action certainly
creates unrest which can lead to widespread illegal logging, which has an impact
on the destruction of the mangrove forest which has the potential for natural
disasters and coastal erosion. This research was conducted in Teluklancar Village,
Bantan Sub District, Bengkalis Regency on Bengkalis Island. This research was
conducted in August 2019-February 2020. This study used a participatory method
with a qualitative approach. Data collected through field observations or direct
observations by visiting the research location, in-depth interviews and document
study. The results showed that illegal logging of mangrove forests in Teluklancar
Village involves actors: loggers, wood collectors, and timber agents abroad.
Timber collectors act as buyers of mangroves from loggers and smuggle them out
of the country using sea transportation. The Bantan District Government only
advised the Village Government to pay attention to the damage to mangrove
forests. The Teluklancar Village Government has given a direct warning to the
perpetrators and issued a notification letter to the related agencies of the illegal
logging of mangrove forests. KPHP of Bengkalis Island has conducted forest
protection patrols.
