Konflik Penguasaan Lahan Di Balik Terjadinya Kebakaran Hutan Dan Lahan; Studi Kasus Di Kecamatan Bandar Laksmana, Kabupaten Bengkalis

ABSTACT
Bandar Laksmana is a newly formed sub-district and basically still needs land
resources to support its development and economic growth. Bandar Laksmana subdistrict
is located in the peat hydrological unit of Rokan River – Siak Kecil River.
Bandar Laksamana Sub-district has been burning forest and land fires. This study
aims to describe land tenure conflicts in areas of forest and land fires, and to analyze
the motives for the actions of the community and other parties in forest and land fire
areas. Primary data were collected using field observation methods and in-depth
interviews with snowball sampling technique. The secondary data were collected
through document study. The results showed that one of the causes of forest and land
fires was the result of land conflicts between the company and the community, such
as occupation, overlapping due to new permits, inappropriate compensation. Conflicts
between communities, such as occupation by immigrants, overlapping land. The
motives behind the perpetrators of burning forests and land are: economic, socialcultural
and conscience-motive.
