Strategi Dinas Perpustakaan Dan Kearsipan Kota Pekanbaru Untuk Peningkatan Kualitas Pelayanan Perpustakaan Umum Kota Pekanbaru Tahun 2017-2020
This study aims to identify the strategies carried out by the Pekanbaru City’s Department of Libraries and Archives (Dispusip) in improving the quality of Pekanbaru’s public library services based on a Swot Analysis and what are the obstacles faced by Dispusip in the process of improving the quality of library services. The approach used in this research is a qualitative approach with a descriptive type, the place of research is at the Department of Libraries and Archives in Pekanbaru. The data collection technique used the method of observation, interviews, and documentation. The data analysis technique used descriptive qualitative analysis starting from problem formulation, data collection, data reduction, data presentation to drawing conclusions. The validity test of the data used triangulation techniques.
Based on the results of the study, it can be concluded that Dispusip’s strategies in improving the quality of Pekanbaru City’s Public Library services (Pustaka Tenas Efendi) include: 1. Increasing visits to the library through the development of library services and diversification of library services based on Information and Communication Technology (ICT); including “fun reading” sessions with the people; 2. Developing and preserving library collections in accordance with national library standards and meeting the needs of users for the latest collection of books; 3. Improving and developing libraries to be libraries that are in accordance with national library standards. Meanwhile, the obstacles faced by Dispusip are: 1. Human Resources (HR) that are not optimal, both in quantity and quality, as there are still many apparatuses who do not have adequate ICT capabilities; 2. Unfulfilled budget; 3. There are still limited infrastructure facilities and the lack of means of transportation owned by the Dispusip for mobile library service activities.
The author's suggestion is for Pekanbaru City’s Dispusip to optimize the role of its human resources both in quantity or number of workers as well as in terms of quality, be more innovative in holding activities that attract people's interest to visit online and offline to the Pekanbaru City Public Library by adjusting the current pandemic situation, as well as to add infrastructure and various supporting facilities for the convenience of visitors who visit both online and offline. Finally, Pekanbaru City’s Dispusip can be more active and innovative in approaching the people of Pekanbaru City both with educational activities and socialization of the existence and programs owned by Dispusip, so that the people of Pekanbaru City are more familiar and interested in visiting the Pekanbaru City’s Public Library (Pustaka Tenas Efendi), both online and offline.
