Komunikasi Politik Dewan Perwakilan Rakyat Daerah Kota Pekanbaru Dalam Menjalankan Fungsi Legislasi Tahun 2014-2019

In the period 2014-2019 the Regional Regulations that have been ratified by
the Pekanbaru City DPRD with the Pekanbaru City Government were 48
Regional Regulations and only 1 Ranperda initiated by the Pekanbaru City DPRD
became a Regional Regulation. In fact, judging from the proximity factor of their
relationship with their constituents, DPRD members have more advantages in
terms of accommodating and absorbing the aspirations of their constituents to be
accommodated in alternative regional policies. This study aims to describe and
analyze the communicator, the message conveyed, the media used and the target
audience of the Pekanbaru City Regional House of Representatives in carrying
out the legislative function in 2014-2019.
The research method used is a qualitative method. This study uses Dan
Nimmo's political communication theory as the basic concept. Data collection
techniques were carried out through in-depth interviews, observations and
documents. Determination of informants is done through a purposive method, as
many as 13 (thirteen) informants.
The results show: First, the media used in carrying out the legislative
function of the Pekanbaru City DPRD uses print media, namely newspapers, but it
is still not running optimally as well as social media managed by the Pekanbaru
City DPRD such as Instagram, Facebook and Twitter. Social media has not
maximally published activities related to the implementation of the legislative
function. Second, political communicators in carrying out the legislative functions
of the Pekanbaru City DPRD in 2014-2019 are only carried out by members of
the Pekanbaru City DPRD when conducting a recess in their constituency. The
Regional Regulation Formation Agency should have a very large role in carrying
out the legislative function because it can directly receive and convey information
related to the Draft Regional Regulation which is still in the process of being
discussed with the Pekanbaru City Government. Third, the message in carrying
out the legislative function of the Pekanbaru City DPRD in 2014-2019 has not
been implemented effectively, two-way communication between the Pekanbaru
City DPRD and the community has not been maximized. There are still people
who do not know information related to the Draft Regional Regulation that is
being discussed and the lack of public information on the Regional Regulation
that has been ratified. Fourth, the target audience in carrying out the legislative
function is the people of Pekanbaru City. However, the function of legislation is
still not very effective because the community is not too enthusiastic about the
activities carried out by the Pekanbaru City DPRD.
