Indonesia which adheres to a democratic system in a process that puts the people's sovereignty completely in the hands of the people themselves through a system of peaceful power changes carried out for a period of one period in five years in accordance with the principles outlined by the constitution. Election is an effort to persuade the people or not force the will on the people. Election is an important momentum that the integrity of its implementation needs to be maintained. The quality of election administration is in line with the quality of the election administration. Regional General Election Commission, hereinafter referred to as KPUD, is the Provincial, Regency / City KPU given special authority by law to hold regional head and deputy regional head elections in every province and / or regency / city. In the implementation of the election for the Governor and Deputy Governor of Riau in 2018, the number of voters who use their voting rights to vote is still far from expectations, coupled with the problem of violations in the Election every implementation will always occur. Based on some of the above, it is important to research the performance of the Bengkalis Regional Election Commission in the Implementation of the Election for the Governor and Deputy Governor of Riau in 2018. This study aims to determine the performance of the Bengkalis General Election Commission in the Implementation of the Election for the Governor and Deputy Governor of Riau in 2018 and to know the barriers.
The research method used is a qualitative method. This research uses the theory of performance theory Agus Dwiyanto (2006). Data collection techniques were carried out through in-depth interviews and documents. The determination of informants was done through purposive method, as many as 16 (sixteen) informants. Management of research data using data analysis techniques Miles and Hubberman.
The results showed that the network of the General Election Commission from the provincial to urban village levels did not run optimally and this caused the productivity of the Bengkalis Regional Election Commission to be seen from the process of determining the Permanent Voters List which was not optimal, the socialization program carried out and the level of participation as the output produced. there are still people who have not been able to exercise their voting

rights. The participation rate in Bengkalis Regency of 53.31% did not reach the target set by the General Election Commission of Riau Province of 77%. The service quality of the Bengkalis Regional General Election Commission to the public and election participants is good, but there are still some officers who do not provide services to the community during the voting process at the TPS. The responsiveness of the Bengkalis Regional General Election Commission to public and participant reports has been good by holding discussions. The responsibility of the Bengkalis Regional General Election Commission has carried out the stages of the implementation of the election starting from the stages of data collection of the Final Voters List, verification, registration of nominations, determination of participants, campaigns, voting to providing information about vote acquisition.
