Implementasi Peraturan Daerah Nomor 4 Tahun 2018 Tentang Pelaksanaan Sistem Resi Gudang (SRG) Di Kabupaten Indragiri Hilir
Indonesia is known as an agricultural country, one of the sectors that can be developed is the agricultural sector, Indragiri Hilir has the potential for Natural Resources (SDA) owned by this area, including the fields of plantation, fishery and marine, agriculture and horticulture, industry, mining and energy, forestry, and tourism. Superior potential is the coconut plantation sector, both local and hybrid coconut, because 70 percent of the people depend on coconut plantations and are the backbone for the economy of Indragiri Hilir Regency. However, even though it has a very large coconut plantation potential, there is a problem faced by Indragiri Hilir coconut farmers. One of the problems that is very influential for these coconut farmers is the unstable price of coconut in Indragiri Hilir. To overcome this, the Indragiri Hilir Regency Government has sought a policy that was passed through Regional Regulation No.4 of 2018 concerning the Implementation of the Warehouse Receipt System. This SRG can provide credit to the business world with collateral for inventory or goods stored in warehouses. The Warehouse Receipt System is also useful in stabilizing market prices. However, until now the Warehouse Receipt System has not been implemented so that the community has not been able to use the designated warehouse. Thus it is important to research the Implementation of Regional Regulation Number 4 of 2018 concerning Implementation of the Warehouse Receipt System (SRG) in Indragiri Hilir Regency. This study aims to explain and analyze the causes of the Warehouse Receipt System that has not been implemented in Indragiri Hilir Regency and to explain the obstacles that make the implementation of the Warehouse Receipt System not implemented.
The research method used is descriptive qualitative method. This study uses the theory of Merliee S. Grindle's Policy Implementation. Data collection techniques are carried out through interviews, observation and documents. The determination of informants was done through purposive method, as many as 24 (twenty four) informants. Management of research data using data analysis techniques Miles and Hubberman.
The results of the study show that the existence of a tug of war of interests that affects the implementation of the Warehouse Receipt System makes Regional Regulation Number 4 of 2018 unable to be implemented in Indragiri Hilir

Regency, this interest causes the Regent Regulation as a follow-up to the Regional Regulation regarding the Warehouse Receipt System, which is still in process. preparation by the Regional Apparatus Organization (OPD) namely the Industry and Trade Service and the Legal Division of Indragiri Hilir Regency. So far, the price of coconut and copra is still monopolized by certain parties, so that people inevitably have to sell coconut and copra at low prices because the necessities of life that must be met. With the implementation of the Warehouse Receipt System, certain parties will be disadvantaged and the community really hopes that this SRG will be quickly implemented in Indragiri Hilir Regency. The obstacles to the implementation of the Warehouse Receipt System are that the warehouse to be used for copra storage does not comply with the standards stipulated by the Commodity Futures Trading Supervisory Agency (Bappebti), the existing warehouse is still in the process of renovation to match the predetermined standards. Of course, this repair requires a very large cost and Regional Owned Enterprises (BUMD) in this case PT. Kelapa Indragiri Hilir Gemilang (PT. KIG) is still in the process of exploring with the Bank that has been determined by the Center to assist with budget matters
