Komunikasi Persuasif Dinas Kesehatan Kota Pekanbaru Dalam Menyukseskan Program Vaksinasi Covid-19 Di Pekanbaru
The government through the Pekanbaru City Health Office trying to do
various ways in dealing with covid-19, such as the 5M program, and the latest is
the vaccination program. Seeing the increase in exposure to Covid-19 in
Pekanbaru, the urgency to carry out a vaccine is felt to be intensified again. To
achieve this goal, synergy from all parties is needed, especially the wider
community. However, seeing the many pros and cons that occur in the community,
it is necessary to have a strategy with persuasive communication that is carried out
in order to maximize the program being held. So this study aims to see the
credibility of the communicator, the form of the message, the target audience, and
the media used by the Pekanbaru City Health Office in the success of this vaccine
program.
This study uses a descriptive qualitative research method with purposive
techniques where the informants consist of Head of Health Promotion Division and
Community Empowerment, Head of Surveillance and Immunization, Health
promotion staff, a midwive, and 4 people from society. Collecting data using
unstructured interview techniques, non-participant observation and
documentation. The data analysis technique used the Miles and Hubermann
interactive data model by validating the data using the participation extension and
triangulation techniques.
The results showed that the Pekanbaru City Health Office had the credibility
of a communicator. The first is expertise, where the communicators are doctor, the
head of health promotion division, the head of surveillance and immunization
division, and a midwife with health education background and a communicative
and understandable communication style. The second is trustworthy where the
communicators delivered the message based on the health regulation and have been
proven to vaccinate many people safely. The form of messages are verbal message
which included clarity, simplicity, and exactness and non verbal message which
included appropriate, simple and understandable language style. The targets were
divided into two categories: the prime target and secondary target. The prime
targets were medical personnels, National Arm Forces, the elders, and public
service officers and the secondary targets are the society. Some kinds of media were
also used such as social media (facebook, instagram, and websites), print media
(leaflet), outdor media (billboard and banners) and electronic media (through talk
show on radio).
