Kapasitas Pemerintah Desa Dalam Pembangunan (Studi Kasus Desa Nusantara Jaya Kecamatan Keritang Kabupaten Indragiri Hilir Tahun 2016-2020)

Village administration is formally regulated by Law Number 6 of 2014.
Since the implementation of this village policy, the village has become the
spearhead of development and improvement of community welfare. The capacity
of the village government is an important parameter for achieving village
government performance. Increasing the quality of village government capacity
will provide great opportunities for the implementation of all forms of village
development activities effectively and efficiently. Nusantara Jaya Village is one of
the villages in Keritang District which has been established since 1999 and is one
of the villages that has a strategic location because it is on the side of the
causeway and is an alternative link between Keritang District and Reteh District.
So that the Nusantara Jaya village road is very important for the people of the
Nusantara Jaya village and other outside communities. However, the existing
development in Nusantara Jaya Village has not been realized properly. The main
problems in this village based on the 2016-2021 RPJMDES are road
infrastructure problems and flooding problems. However, this problem has not
been resolved, there are still many damaged road infrastructure and frequent
flooding.
This study explains and analyzes the capacity of the Nusantara Jaya
village government in carrying out village development as well as the factors
inhibiting capacity in implementing the development of the Nusantara Jaya
village. The research method used is descriptive qualitative method which is
carried out through observation, interviews, and documentation.
The results of the research are the first of the government's capacity to
carry out development at the individual level. The individual capacity of the
Nusantara Jaya Village government has not been optimal due to the low level of
awareness of the village government in carrying out their duties, the not optimal
individual capacity in carrying out their duties has an impact on village
development which affects the steps to be taken in development. Second, at the
organizational level, namely the ability to carry out village development which
includes the Planning, Implementation and Supervision stages. At the planning
stage, the Nusantara Jaya village government has been able to prepare a fairly
good development plan with the preparation of a development program that
answers the problems that exist in the Nusantara Jaya village. Then in the
implementation stage of development, there are several developments that have
not been realized, one of which is drainage which is a solution to the flood
problems that exist in the village of Nusantara Jaya. then finally at the monitoring
stage it is still not optimal because the quality of the development carried out is
still not good enough so that it does not have long enough resilience. The third
level of the village government's capacity system in implementing village

development planning is quite good, where the development planning carried out
is in accordance with applicable laws and regulations.
Then the results of the second study are the obstacles to the capacity of the
village government in carrying out village development, namely from the
leadership factor who does not carry out supervision and guidance in increasing
government capacity. then the obstacle from the staff is the lack of motivation of
the apparatus in carrying out their duties.
For this reason, the Government should work together to increase the
capacity of the village, sub-district and district governments. To run the wheels of
government, it is not enough just to be based on laws and regulations, but the
supervision, guidance and evaluation of the running of the government should be
further improved.
