Studies on the policy of food diversification (diversification) have
actually been carried out by many previous scholars. However, this study looks at
a different perspective, namely food diversification from a political point of view,
this point of view emphasizes the institutional, authority and power relations
aspects in food policy. In order to emphasize the direction of this study, the author
borrows the concept of food policy according to Maxwell (1996) in his writing
entitled "Food security: a post-modern perspective". Maxwell explores
postmodern currents in food security. He identified three main currents of shifts in
thinking about food security since the 1974 World Food Conference: from global
and national to household and individual; from a food first perspective to a
livelihood perspective; and from objective indicators to subjective perceptions. He
finds that this shift is consistent with post-modern thinking in other fields, and that
it draws on the wider debate to recommend food security policies that avoid metanarratives
in favor of recognizing diversity, providing households and individuals
with choices that contribute to self-determination. and autonomy.
Therefore, this study will focus on tracking the institutions involved,
authorities and power relations in food diversification policies at the local level
(Rokan Hulu) for the 2016-2021 period, the scope of which refers to the Strategic
Plan of the Food Security and Fisheries Service (DKPP) of Rokan Regency.
