This research was motivated by the outbreak of the Covid-19 virus in
Indonesia which forced the government to impose a tightening on community
activities in the form of a Large-Scale Social Restriction (PSBB) policy
throughout Indonesia. This has caused many people to be economically affected
by this policy. No exception in Kuantan Singingi Regency, precisely in Kampung
Baru Timur Village, Cerenti District. This study aims to analyze the effectiveness
of the direct cash assistance (BLT) program for the poor affected by Covid-19 in
Kampung Baru Timur Village, Cerenti District, Kuantan Singingi Regency, as
well as to find out what factors influence the implementation of the social
assistance program.
The research approach used is a qualitative approach. While the type of
research used is descriptive. Data were collected by the authors using interview
and documentation techniques. The data used are primary data obtained from
research informants and further supported by secondary data obtained from
various parties related to this research.
The results of this study can be concluded that the effectiveness of the
Direct Cash Assistance Program for the poor affected by Covid 19 in Kampung
Baru Timur Village, Cerenti District, Kuantan Singingi Regency can be measured
using the variables of Program Targeting Accuracy, Program Socialization,
Program Objectives, and Program Monitoring. And in fact the implementation of
the Direct Cash Assistance Program for the poor affected by Covid 19 in
Kampung Baru Timur Village, Cerenti District, Kuantan Singingi Regency is
quite effective, although there are still shortcomings in its implementation. Based
on the results of research in Kampung Baru Timur Village, it can be seen that the
factors carried out by researchers in Kampung Baru Timur Village, what factors
hinder the effectiveness of implementing the BLT program during the COVID-19
pandemic in Kampung Baru Timur Village are the data of recipients of Direct
Cash Assistance, No there is data validation, follow-up withdrawals of direct cash
assistance, and the direct cash assistance program is issued suddenly and there is
no socialization.
