Collaborative Governance Dalam Mengupayakan Listrik Masuk Desa (Studi Pada Daerah Terisolir Di Kecamatan Kampar Kiri Hulu Kabupaten Kampar Tahun 2019-2020)

Some areas in Indonesia whose infrastructure development is still uneven and still lagging behind and even isolated. Kampar Kiri Hulu sub-district has 16 (sixteen) villages which are isolated villages, the government is trying to build an interpretation road. Isolated villages located in Kampar Kiri Hulu sub-district are not all electrified, one of the efforts of the Kampar Regency Government to develop isolated areas in their area is by means of collaborative governance, namely expediting synergistic collaboration with PT. The State Electricity Company (PLN) Persero, the Riau Province Natural Resources Conservation Center (BBKSDA) and the community. This study aims to analyze the Collaborative Governance process in seeking electricity to enter villages in isolated areas, Kampar Kiri Hulu District, Kampar Regency in 2019-2020.
This study uses descriptive qualitative research methods. Determination of informants from this study using purposive informant selection techniques, while the object of this research is the Collaborative Governance Process in Efforts to Enter Village Electricity in Isolated Areas, Kampar Kiri Hulu District, Kampar Regency in 2019-2020. Data collection techniques used in the form of in-depth interviews, observation and documentation. In achieving the validity of the data in this study using extension of participation and triangulation.
The results of the first study, Face to Face (face to face dialogue) conducted by the Kampar Regency Government, PT. PLN, BBKSDA Riau Province and the community in the collaboration process have been carried out by producing several agreements. However, the process of face-to-face dialogue with Non-Governmental Organizations and the community regarding efforts to realize the village electricity program was never involved. Second, stakeholders involved in the process of implementing the electricity program in isolated villages located in the conservation area of Kampar Kiri Hulu District have built trust between agencies. Third, the Kampar Regency Government, PT. PLN, BBKSDA Riau Province and the local community are committed to pursuing the realization of the incoming electricity program in isolated villages located in conservation areas. This commitment can be seen from the mutual agreement and realization between several parties. Fourth, the stakeholders involved in the collaboration process in the effort to enter the village electricity already understand the problems and constraints that occur at this time, namely related to supporting road access and the COVID-19 pandemic situation which hampers the collaboration process and implementation in the field in realizing the vision, mission. and this common goal. Fifth, the collaboration that has been carried out has some temporary results, it can be seen that in 2019-2020 there have been several isolated villages already electrified, some infrastructure such as bridges have also been built in accordance with the agreement in the Program Implementation Plan (RPP) between the Government Kampar Regency with BBKSDA Riau Province related to the Interpretation route, but this collaboration

process was hampered due to the government's focus on the COVID-19 pandemic..
