Manajemen Pelayanan Administrasi Terpadu Kecamatan (Paten) (Studi Di Kecamatan Kapur Ix Kabupaten Lima Puluh Kota)
This research was motivated by the Integrated District Administration
Service Management (PATEN) located in Kapur IX District, Lima Puluh Kota
Regency. Where in 2018 PATEN Kapur IX District received an award as the best
sub-district in the implementation of PATEN and won 1st place among 13 subdistricts
in Lima Puluh Kota Regency. The problems that arise are when PATEN
Kapur IX has not implemented the public service program optimally, problems
such as discipline and human resources or PATEN program organizer staff. Or
the issue of outreach to all people in Kapur IX sub-district about the existence of
PATEN and the benefits that can be obtained by many people.
The research approach used is a qualitative approach. While the type of
research used is descriptive. The data was collected by the author using interview
and documentation techniques. The data used are primary data obtained from
research informants and further supported by secondary data obtained from
various government agencies associated with this research.
The results of the research and discussion above, the authors can draw the
following conclusions: The management of the implementation of the District
Integrated Administration Service (PATEN) in Kapur IX District can be seen from
8 principles of public service, namely simplicity, clarity, time certainty, accuracy,
completeness of facilities and infrastructure, security. , ease of access, and
convenience are described as follows. Judging from the simplicity of the
procedure, namely, the service procedure was created in such a way as to open a
queuing system at this counter to facilitate service. Employees have provided
special assistance for people who do not understand. Judging from the clarity,
namely, the employees of the Kapur IX District Office of the Lima Puluh Kota
Regency have provided explanations to the community through socialization
represented by village officials and village officials directly socializing to the
community. In terms of certainty of time does not go well, namely setting working
hours, namely 08.00 to 15.00 hours. However, there are employees who have not
arrived at 08.00 and have gone home ahead of 15.00. In terms of accuracy,
namely, the implementation of integrated administrative services at the Kapur IX
District Office of Lima Puluh Kota Regency has fulfilled the principle of
accuracy, which is right on target or accurate, by adjusting the smooth
performance of the Population and Civil Registration Service of Fifty Cities
Regency. Judging from the completeness of the main infrastructure regarding the
workspace of each employee, computers, and desks are generally sufficient. In
terms of security, has created a picket system for employees to secure data on
workdays. Judging from the ease of access to the building and services. Kapur IX
District Office, Lima Puluh Kota Regency is easily accessible by private vehicle.
Ease of service access has also been assisted by the existence of a service flow
board for the community who will carry out file management. Judging from the

comfort felt by the community is comfortable by being able to maximize existing
facilities and infrastructure and provide polite and friendly services that help
service.
Based on the results of research that has been carried out on the
implementation of integrated administrative service management at the Kapur IX
District Office, Lima Puluh Kota Regency, it can be seen that the supporting and
inhibiting factors faced by the Kapur IX District Office, Lima Puluh Kota Regency
in providing integrated administrative services to the community are as follows:
Supporting Factors the first is communication, because Kecamatan Kapur IX has
transmitted and provided understanding of PATEN to the community. The second
is resources, because the Kapur IX District Office has officers who are competent
in their respective fields in providing services to the community. The third is the
disposition / attitude, because the staff in the Bergas District already understands
their duties and there is no resistance in carrying out their duties. Then, the
community felt that the officers' attitude in providing service was good. The fourth
is the bureaucratic structure, because of the trimming of the bureaucratic
structure where the community is facilitated in obtaining services by being able to
take care of licensing and non-licensing in the sub-district according to the
criteria stipulated in the Regulation of the Regent of Fifty Cities Number 9 of
2017. Inhibiting factors in the implementation of integrated administrative service
management Sub-district (PATEN) in Kapur IX Sub-district is human resources,
community culture, and the availability of facilities and infrastructure that are
still not optimal.
