The background of this research is that there are still many community
houses that are classified as unfit for habitation, research and studies in the District
of Koto Kampar Hulu. There are still many people who have not received the BSPS
program, as evidenced by the fact that there are still many uninhabitable houses
occupied by low-income people, the community has not been fully able to do selfhelp
in building BSPS houses, the community has not been able to carry out mutual
cooperation or cooperate in building BSPS houses, so community houses were
abandoned during construction, and finished late.
The purpose of this study was to evaluate the self-help housing stimulant
assistance program, as well as identify the constraints of the self-help housing
stimulant assistance program in Koto Kampar Hulu District. The type of research
chosen is qualitative research with an explanatory approach aimed at explaining
descriptive information. Data collection techniques were carried out through
interviews, observation, and documentation. This research determines research
informants as a source of information to obtain the required data. Informants in
this study are people who know the research problems in depth. The number of
informants in this study were 10 people.
The results showed that the self-help housing stimulant assistance program
had not been maximally implemented in Koto Kampar Hulu District, this can be
seen from the 6 main focus concepts of evaluating the relationship of the core
evaluation variables according to Reidar Dale namely, Relevance, Effectiveness,
Impact, Efficiency, Sustainability and Replicability. The obstacles are the
limitations of community self-help in the form of funds, manpower and expertise,
recipients are in the elderly category, there is still a lack of socialization of the
BSPS program to the community.
