ABSTRACT
Regional levies are included in the source of regional income. One form of this regional levy is the wholesale market and shop levy. In Bukittinggi City, there is a problem where the realization of the levy income has relatively not met the target that has been set. And the arrears that have not been paid by pedaganag are still quite large. The implementation of the retreat of wholesale markets and shops is regulated in Regional Regulation No. 15 of 2013 concerning the levy of wholesale markets and / or shops. The purpose of this study is to determine the implementation of wholesale and shopping market policies in Simpang Aur Market, Bukittinggi City and to find out what are the inhibiting factors in the implementation of wholesale and shopping market policies in Simpang Aur Market, Bukittinggi City. This research uses qualitative methods with a phenomenological approach. The location of the study was carried out at the Bukittinggi City Cooperative, UKM and Trade Office and Simpang Aur Market, Bukittinggi City. The data of this study was obtained from observations, interviews, and documentation studies. The data validity test was carried out by triangulating the source and then the data was analyzed by reducing the data, displaying the data and drawing conclusions during the study. Using the policy implementation theory of Van Meter and Van Horn as an indicator in the discussion of this study. The indicators are Policy Standards and Objectives, Resources, Characteristics of Implementing Agents, Inter-Organizational Communication, Disposition, Social, Economic and Political Environment. The results of this study can be seen that the Wholesale and Shopping Market Levy in Aur Market, Bukittinggi City, has been running in accordance with regional regulations and SOPs provided. The inhibiting factors of the policy are changes in relatively high reribution rates for traders and the lack of market manager services. It is hoped that from this research the government can pay attention to the needs and complaints submitted by traders and conduct regular evaluations to the staff of the Bukittinggi City Cooperatives, SMEs and Trade Office for Market Management
