IMPLEMENTATION OF WASTE MANAGEMENT POLICY IN BUKITTINGGI CITY

ABSTRACT
This research was backgrounded by the relatively high level of waste production volume in Bukittinggi City. This is due to the many piles of unnatural waste at illegal garbage disposal sites, including the number of monitored people who throw garbage outside the stipulated time, piles of vendor street waste and people outside Bukittinggi City who throw garbage in Bukittinggi City. This research uses qualitative research methods with a phenomenological approach, using the theory of Van Meter and Van Horn Public Policy Implementation. The location of the study was conducted in Bukittinggi City, West Sumatra Province. Research data were obtained by conducting observations, interviews, and documentation. The validity of the data is carried out by triangulating the source then the data is analyzed with data reduction so that conclusions can be drawn. The results of this study show that the implementation of waste management policies in Bukittinggi City is currently not running optimally as expected. Based on research findings related to the adequacy of Human Resources is currently experiencing a shortage because there is no recruitment of field officers, causing if there are retired officers there is no replacement so that existing workers do work in fixed areas but with less manpower. Then, there are still many garbage piled up at the polling station in the garbage disposal schedule, and piles of garbage on the side of the road because information related to garbage disposal rules is not conveyed thoroughly to the community, there are still people who do not know the rules so that the community does not follow the established rules. the suggestions put forward related to the problems in the research are The need to provide redevelopment of waste banks that are no longer operating, the provision of information from the government needs to be improved, and there is a need for policy updates.
