ABSRACT
This research was conducted on traditional fishermen in Tebing Tinggi Okura Village with the aim of knowing the background of fishermen's actions in choosing to become permanent fishermen, as well as the cultural value orientation of their lives as traditional fishermen. The basic review in this study uses rational choice theory and cultural value orientation theory. To answer the formulation of the problem, descriptive qualitative method was used with data collection techniques in the form of in-depth interviews, observation, and documentation. The subjects in this study were taken using a purposive sampling technique involving 7 permanent fishermen. The results of the study revealed that there were 4 reasons behind the choice to become fishermen, including hereditary factors, economic factors, living on the outskirts of the Siak River, and joining factors. Fishermen rationally choose to become permanent fishermen with several considerations, namely because of free or unrestricted work, high income/catch cycles, skill or skill factors, age factors, and fishermen's daily income which is sufficient for their daily needs. The life of traditional fishermen is seen from their work activities, there are fishermen who work on a one-day return system and a mandah (stay) system. Fishermen work using simple fishing gear with catch locations at certain points on the Siak River. The life of fishermen is reviewed based on the orientation of cultural values, fishermen tend to see that their life is good. They work to make a living, with some of their work being saved for tomorrow's interests. Fishermen always try to be in harmony with natural conditions and they believe that the results they get depend on their individual efforts.
