The elections of regional heads is a form of political participation in a democracy, the cleanliness, honesty and fairness elections will reflect the quality of democracy in the country concerned. In order to preserve the purity of elections of regional heads are very important for democracy, the legislature has made a number of fraudulent elections of regional heads as a crime.
The problem in this thesis is how the implementation of criminal law enforcement elections of regional heads in Pekanbaru city in 2011? what factors are impediments to the enforcement of criminal law the general election of regional heads in Pekanbaru city in 2011? and what efforts were made to overcome the obstacles in the enforcement of criminal law the general election of regional heads in Pekanbaru city in 2011?. The purpose of this study was to determine the criminal law enforcement elections of regional heads in Pekanbaru city in 2011, to determine what factors are impediments to the enforcement of criminal law the general election of regional heads in Pekanbaru city in 2011, and to know what efforts were made to overcome obstacles in the enforcement of criminal law in the general elections of regional heads Pekanbaru city in 2011.
Based on the results of the study show that in the implementation of criminal law enforcement elections of regional heads in Pekanbaru in 2011, did not run according to the rules because there are some obstacles in implementation. The obstacles are: No details on the crime of setting general elections of regional heads; Less professionalism of the police in this investigation; constraints stemming from ambiguity of the statute which would be used. Efforts to do to overcome the barriers of law enforcement crime elections of regional heads are: the need for improvements to the rules governing criminal law elections of regional heads; rules regarding the time needed to decide a crime; Increasing surveillance of officials associated with criminal law enforcement elections of regional heads.
