Article 3 of the Indonesian Government Regulation No. 27 Year 2012 on Environmental Permit explain every business and / or activities that impact on the environment shall have EIA . , And every business and / or activities that are not included in the EIA mandatory criteria shall have UKL - UPL . Basically EIA assessment process or permeriksaan UKL - UPL is an integral part of the application process and penerbitkan Environmental Permit . Environmental Permit is a permit granted to any person doing business and / or activities that must EIA or UKL - UPL for the protection and management of the environment as a prerequisite to obtain business licenses and / or activities . Environmental permits be decisive for businesses that want to set up businesses . So , without an environmental permit then license will not be granted . The purpose of this thesis to determine the implementation of environmental licensing in the city of Pekanbaru is based on Government Regulation No. 27 Year 2012 on Environmental Permit , inhibiting factors in the implementation of environmental licensing in the city of Pekanbaru and effort that needs to be done in the framework of the implementation of environmental licensing in the city of Pekanbaru. This is the type of research because it describes the socio-juridical legal issue in the implementation of the implementation of environmental licensing in the city of Pekanbaru . The research was conducted in the city of Pekanbaru . Population and sample are in this study is the Head of the Environment Agency ( BLH ) Pekanbaru , the proponent and the public . Source of data used primary data and secondary data collection techniques in this study with observations , interviews and documentation . From the results of this study concluded , the implementation of environmental licensing in the city of Pekanbaru not fully meet the requirements as stipulated in Government Regulation No. 27 Year 2012 on Environmental Permit , such as the implementation of environmental management and monitoring does not involve the community . Limiting factor in the implementation of environmental licensing in the city of Pekanbaru is the limited human resources capable of assessing a business plan and / or activities , businesses still consider environmental permit burdensome in terms of cost. Supervision by the relevant agencies in the field of environment in the city of Pekanbaru hit the cost . Efforts need to be made in the implementation of environmental licensing in the city of Pekanbaru is the increase of human resources capable of assessing a business plan and / or activities , effective public involvement , required supervision by way of spot checks ..
