District General Hospital Arifin Ahmad Riau Province is the government agency entrusted with the authority, duties and responsibilities for the implementation of an efficient and effective health, with emphasis on healing and recovery efforts implemented harmoniously integrated with efforts to improve and implement prevention and referral efforts in accordance with the legislation in force, which is under and responsible to the Governor through the Provincial Secretary, and medical technically accountable to the Chief Medical Officer. In practice, inpatient services at the Regional General Hospital (Hospital) Arifin Ahmad Riau Province has not been performing well, because at the time the service was not informed openly unfriendly nurses providing care and less informative, available facilities and infrastructure are inadequate. The intention of this paper to examine the implementation of health care for hospitalized patients at General Hospital Arifin Ahmad Riau Province by Law No. 25 Year 2009 on the Public Service, the factors inhibiting the implementation of health care for patients hospitalized at the Regional General Hospital Arifin Ahmad Riau Province and effort that needs to be done in order to improve health services for inpatients at the General Hospital Arifin Ahmad Riau Province. This research is a sociological juridical because it describes the legal issues in the implementation of the Regional General Hospital (Hospital) Arifin Ahmad Riau Province. The research was conducted at the Regional General Hospital (Hospital) Arifin Ahmad Riau Province. Population and sample are whole elements of the object of study. Source of data used primary data and secondary data collection techniques in this study with observas, interviews, questionnaires, documentation. From the research it can be concluded, outpatient health services in District General Hospital Arifin Ahmad Riau not fully meet the standard of care according to Law No. 25 of 2009 on Public Service. Barriers or constraints inpatient health services in District General Hospital Arifin Ahmad Riau Province is limited parking, limited equipment and space services, the number of doctors and nurses, ambulances and a lack of human resources that provide laboratory services. Effort needs to be done in order to improve health services for inpatients at the General Hospital Arifin Ahmad Riau Province is improving the quality of medical profession, increasing the number of ambulance units, better parking arrangements, service personnel need additional or replacement equipment from the laboratory manual a digital / computerized.
