Kualitas Sistem Informasi Sumber Daya Manusia Melalui Program E-Kinerja Di Badan Kepegawaian, Pendidikan Dan Pelatihan (BKPP) Kabupaten Kuantan Singingi
The Quality of human resource management through the information system has been implemented at BKPP Kuantan Singingi Regency through the application of the e-Kinerja personnel service system. E-Kinerja is an integrated system used to measure, assess, monitor and manage the performance of ASNs. This application aims to facilitate the detailed management of ASN performance in work units.
The purpose of this study was to determine and analyze the application of human resource information systems and the inhibiting factors of human resource information systems in the e-performance program at BKPP, Kuantan Singingi Regency. This study used a qualitative research method with a descriptive case study approach with the data collection process through interviews, observation and document study. The research was conducted at the Personnel, Education and Training Agency (BKPP) of Kuantan Singingi Regency.
The results showed that the application of human resource information systems in the e-performance program at BKPP Kuantan Singingi experienced problems with ease of use due to the lack of ability and knowledge of employees about e-performance. e-performance access speed is also still not good because it is still constrained by the server that is not supported. The reliability of the e-performance system has also not been good because it has not been able to maximally assist employees in working and assisting leaders in making decisions. The flexibility of the e-performance program has also not been able to make changes related to employee needs, such as adjusting e-performance features and menus. The security of the e-performance program has been well designed, but there are still security problems associated with employees who are less disciplined in maintaining the confidentiality of e-Kinerja IDs and passwords. Then the inhibiting factor for the application of e-performance is the limited competence of employees who are not all able to use e-performance so that the application of e-performance does not work well.
