This research was conducted forevaluating the implementation and handling
of homeless and beggars as well as to determine the inhibiting factors in the
implementation and handling of vagrants and beggars in Pekanbaru City. The
implementation and handling of homeless people and beggars by the Pekanbaru City
Social Service still have problems, including the number of homeless people and
beggars which continues to increase every year, there is no deterrent effect on
homeless people and beggars so that homeless people and beggars who have been
caught in raids are still hanging around. It was found that people who made donations
had already regulated the prohibition on making donations to homeless people and
beggars. This research was conducted in Pekanbaru City, Riau Province. This type of
research is a qualitative research with a descriptive approach. In collecting data,
researchers used interview, observation and documentation techniques. By using key
informants as a source of information. Then analyzed so that conclusions can be
drawn from the existing research problems. The results of this study indicate that the
evaluation of the implementation and handling of homeless and beggars by the
Pekanbaru City Social Service has not been optimal. This is due to several factors,
namely insufficient implementing resources, infrastructure and law enforcement. The
results of this study indicate that the evaluation of the implementation and handling
of homeless and beggars by the Pekanbaru City Social Service has not been optimal.
This is due to several factors, namely insufficient implementing resources, budget and
infrastructure, law enforcement and socioeconomic.
